ETA position on the adoption of the Draft Regulation on Port Services to be voted upon in the EP

June 2016

The current Draft EU Ports Regulation does not comply with fundamental principles of EU law such as the principle of equal treatment and non discrimination, on the basis that some services are excluded arbitrarily from the current Draft EU Ports Regulation. Furthermore, services such as pilotage have been excluded on the basis of their role in port safety, a role that is equally attributed to towage; however, the latter has not been excluded.

The ETA’s Executive Committee rejects the Regulation on Port Services Regulation and calls for a negative vote of the EP Plenary as the legislation lacks proportionality and discriminates the towage sector.

The ETA’s Nautical Technical Committee, chaired by Peter Lindenau, has finalised the complement to the Joint ETA-EMPA Guidelines on Design and Layout of Harbour Towage Equipment. Moreover, the Guidelines for Safe Harbour Towage Operations were presented during the 1st EUROPEAN SHIPPING WEEK on the 5th March 2015 by Captain Yves Beeckman, when representatives of the EU Institutions visited the Port of Antwerp.

Position on the Draft Regulation on Market Access to Port Services and Financial Transparency of Ports

October 2014

The ETA’s Executive Committee has repeatedly rejected the European Commission’s initiative to launch a “Port Package III” by way of a new Regulation proposal on market access to port services and financial transparency of ports.

Joint ETA-EMPA Guidelines on design and layout of harbour towage equipment

February 2011

The ETA’s Nautical and Technical Committee in collaboration with the European Maritime Pilots’ Association drafted and collected a series of guidelines focused on the operational problems posed by ever-larger ships. The document addresses different technical issues as the positioning and strength of bitts and chock, the organization of operations or marks on ship hulls among others.
